Iranians across Canada believe they are being discriminated against and they have pressured the government to take action on the matter. Immigration Canada states the average processing time for a skilled worker application is six months but many Iranian nationals have been waiting upwards of three years for a response to their application. The frustrated applicants have been sharing their plight on social media using the hashtag #DelayedIranianApplications.

Hundreds of Iranians living in Canada have united in their effort to pressure the federal government into addressing what they say are inexplicable delays with their permanent residency applications.

Public Safety Minister Ralph Goodale has since admitted that there is a backlog in the process as background checks involving Iran have proven laborious.

“We don’t have the on-the-ground consular services in Iran to be able to pursue the security issues and get the information that we need,” said Goodale in Regina on Friday. “We are working on the backlog as rapidly as we can including making increased staff available to try to do the processing.”

Many of these people are students at Canadian universities. They have lived and/or worked in Canada for several years and meet the requirements to be eligible to become permanent residents. But their applications are going through the system at a much slower rate than other applicants.

According to the ICC, a survey conducted by a group of Iranian graduate students had revealed they are unable to make long-term plans, are “paying higher tuition fees” than permanent residents and “cannot commit to further studies or academic positions because these institutions require assurances that they can stay in the country”.

Affected students have been tweeting their frustration, using the hashtag #DelayedIranianApplications to describe the alleged discrimination by the Canadian government against their applications.

Iranians Targeted; Lawyer says

Vincent Valaï, a lawyer representing the couple, says he’s working on 38 cases like theirs.

“I feel that this is a systemic issue,” Mr. Valai said.

“I don’t understand why they’re singling out Iranians. I’m wondering if there’s a policy involved on which they’re basing their investigation in order to reach a decision”

He represents a group called the Collective of Iranian Graduate Students. They’re highly skilled workers, such as biochemical engineers, computer science doctorate graduates and computer engineers.

Some have been waiting two and a half years for a response from Immigration Canada, which says their files are at the “security review” stage.

Valaï, their lawyer, said he feels they are all being targeted because they’re from Iran.

“We cannot have that blanket statement — that the files are under security review. We do consider that this is [an] excessive and unreasonable delay,” he said.

Dear Minister Hussen,

I am writing about public reports of systemic discrimination by Canada against Iranians, both residents here and overseas. The Iranian Canadian Congress advises me that you have not agreed to personally meet with them, although a meeting with officials is taking place.

We will work with the Iranian community to marshal the legal effort to investigate and remedy any discrimination. We urge your Ministry to announce immediate remedial steps to assure Iranians that Canada takes these allegations very seriously.

The estimated wait time given on the government of Canada’s website is six months. But many students say they’ve waited several years, with many of them told that their applications are undergoing security screenings.

The delays with their immigration status have forced them to put their academic and professional lives on hold, they say.

All immigrants aged 18 years or older must undergo background checks by the Canada Border Services Agency (CBSA). More than 4,000 Iranian cases are currently in the CBSA security-check inventory, of which 1,038 are permanent resident applications, according to Public Safety. The government said it will review the security-check process with CBSA to ensure it is working as efficiently as possible.
